Flo’s – The Place in the Park is governed by People, Place & Participation Ltd (PPP), a Charitable Community Benefit Society set up specifically for this purpose in February 2018. A relatively new form of charitable governance which is exempt from registration by the Charities Commission but registered through the Financial Conduct Authority and HMRC. Crucially a community business society is a membership body and the membership forum plays a key role in governance (detailed below).
Flo’s is governed by the organisational Rules of People, Place and Participation Ltd.

The governance and operation of Flo’s is managed through a structure of groups including:
- Trustees
- Flo’s sub-groups (community members, trustees, staff)
- The membership body
- Staff team
We are exploring ways if working which empower more people to be involved in decision making. This means we do not have one director , instead we have 3 managers who look after the organisation alongside the Trustees and sub-groups (made up of trustees, staff and members of the community).
